I was at a craft fair today. A little girl ( about 2 yrs. old) was running aroud flipping her skirt. It was so cute & she just loved that skirt. It was a quilter's take of a hula skirt. I'll try to describe for those with DGD's. It was made from 1.5 inch (pinking shears) strips, folded over at the top to form a little loop (about 1 inch). A ribbon was run through these loops to form the waist band. I'm guessing 15-20 strips. Instead of strips of fabric I'd probably just use all ribbon.
