I'm a tole painter....or was before I got into quilting. I have some paints that are old, too...probably as old as yours! If you're going to paint, just check each one. The problem isn't that they dry up, it's that the paint gets little tiny particles in it. You won't get a smooth paint job. I have used some paint that was 20+ yrs old and it was fine --- and I've used some that was 1 yr old that had problems. The old CeramCoat paints were the best and seemed to last the longest. The new CeramCoat is worthless in my opinion!!!
