A lot of this is personal preference. When I add borders, I use a strait seam, just because I like the look, and don't want to deal with possible stretching if the borders on my long arm. You can make a diagonal seam to splice the border fabrics if that's the look you want. But for binding, I always use a diagonal seam to attach sections to eliminate some of the bulk in the fabric joins. Just my opinion.
