It's hand embroidery, and it's a pattern by Rosalie Quinlan called "Christmas Treasures Wreath Stitchery". It seems to only come in a kit (which includes a pre-printed panel and the embroidery floss) for about $25. I'm still looking, hoping to find just the pattern for sale somewhere.
I bet you could draft one with the original for inspiration--it would be your own one-of-a-kind. I'm NOT suggesting you pirate the original. Begin with a circle and make templates for repeated elements. Evergreen twigs could work, little pine cones, candy canes. Select your own cookie/ornament patterns. If you have Christmas Cookie cutters they work great. The bow might even be nice as an appliqued real ribbon. Draw in pencil, beginning with the largest elements, and fill in with your selected repeats. Finish with permanent marker, flip and redraw with heat transfer pencil and iron onto nice linen fabric. Now I want to make one.
