I have done it both ways. Made pleated bed skirt for one bed. It is interesting, but not super easy to get the box pleats into the centers of the three sides and then to hit correctly on the corner. On another bed, which has the deep mattress, I just add borders that are deep enough to cover the box spring on three sides, leaving the pillow side alone. So the quilts are bed-specific.
