This would be the route I'd take as well. Also keep in mind how often the quilt would need to be washed. I'd be inclined to make as a duvet cover that can be removed rather than try to quilt the down. Down expands exponentially in a dryer if it escapes the pillow or whatever was supposed to contain it. And depending on the weave of the fabric, it can escape multiple layers. While the dryer repair person may enjoy a good laugh as they unclog a machine, the rest of us might get a little frustrated.
