Make your scallop border pieces the length you need, lay them towards the center with the straight against the straight edge of the quilt and baste it, then do your sandwich and then put your binding on like normal. The basting will hold the scallop border down until you have done the binding and the binding will then be sewn onto the quilt. I hope that is what you are asking.
