You can make the pattern as long as it's for your own use or if you're giving it as a gift -- but it's illegal to sell a quilt with that pattern. I believe the only way you can avoid problems is to change the pattern in some significant way. Certainly you can make a well-known block surrounded by sashings without a problem, but using someone's pattern and selling the quilt can get you in trouble.
