Also make sure that walking foot is the correct walking foot for a Vintage Singer; not all will work.
I realized my problem that I had recently was my walking foot, even though it was the correct one for a Vintage Singer. I tested with and without. Make sure the walking foot in screwed in tightly. And make sure your bobbin thread is positioned correctly too. Sometimes you just have to play with it.
