Some people use the window type cards and put a small pieced block into it; some just stitch their fabric on the front of cardstock, some fuse fabric on cardstock, some cover the whole front of the card with fabric. You haven't said what type of quilted card you want to make, so I suggest you might want to go to Etsy and take a look at the styles that are offered for sale there.
