Welcome MarciaN,
Yes add the batting or flannel inside the tube, here is where you get the pattern!! ( although the pattern I got doesn't mention any batting, 1 member on the board said she used flannel).
google "ten minute table runner" and it comes up.
There are several that come up, I decided on the one from UtahState, by Larue Bunnell Clark.
