There are several swaps each year that are the same size blocks, and there are some that are like this one...blocks divisible by 3". Frarose is right in her explanation about that...I hope you don't get discouraged. Do what is comfortable for you and you will be surprised at how quickly you will learn and this board is so great for helps. You don't have to make different size blocks if you don't want to, but I wouldn't count on receiving all the same size blocks back. For instance...say you make 3 sets of 12 1/2" blocks to swap. That would be 18 blocks total. Maybe only 8 people of all the swappers will send in 12 1/2" blocks. It could end up that there are only 8 different 12 1/2" blocks to swap out, but you have 18. Unless she gives you two or three of each, it would be impossible to do, and then there are all the other people she has to consider when swapping out blocks for as well. You don't have to make a quilt with the blocks if different sizes intimidates you...you could do smaller projects perhaps with blocks grouped together in sizes? Mini quilts, tablerunners, hot pad holders, candle mats, bags, etc. are just some of the possiblities. Hope I haven't gone on too long! LOL! (psst...you might actually get to LOVE swapping different sized blocks)
