I got Design Wizard a couple of years ago and it may be fine for what you want it to do. It is very limiting, though - I knew within ten minutes that I needed more power. I got EQ6 and then upgraded to 7 as soon as it came out.

There is a design program which looks like it would provide a lot more capability than Design Wizard, (and still a lot less capable than EQ) but it only costs $40. It's called 1-2-3 Quilt - http://www.quiltpro.com/page/123_Quilt_mainpage Maybe that would be a good alternative for you?
