I'd just take the 2 blocks apart that are to small and check the seam on the blocks that are 12 & 1/2 and reset the needle and resew the blocks. Just my 2 cents.
as much as i hate to reverse sew, this would be my option for this situation. framing for a half inch makes too much bulk at the edges of the blocks. so, have a piece of chocolate and you will be fine.
