Absolutely it could be easily converted. It most likely does have a spoke handwheel. Even if it doesn't you can get one easily, plus the handcrank, and with a little coaching you can do the conversion rather easily. It took Cathy only about 10 minutes to do my 99. Mizkaki you wanna chime in here?
It looks like a spoked hand wheel in the picture. If that is an original style motor and bracket with the motor boss molded in the casting the conversion should take 2 or 3 minutes. If it is another style bracket that has been drilled and screwed to the machine body you won't be able to convert it.
