It is a feathered star and there is a tutorial on how to construct one that has the same configuration as the one pictured here: (It is multi colored)

I thought it would be easier to construct if there were directions for paper piecing. I did find a reference for paper piecing instructions for A Quilter’s Snowflake,Quilters Newsletter Magazine, December 2005 issue, designed and made by
Richard Larson. This one has more points on the stars than the one pictured but if you can find the issue with instructions the paper piecing pattern is on the web at
