You may be dealing with a volunteer, or group of volunteers. They may also be swamped with work. I cerainly understand your need to know if the quilts were received. If you feel strongly that they are doing a needed service and there is not another group doing the same thing, then I like the idea of including a self addressed postcard with the quilt. Is there a nursing home, women's shelter or other group right in your area collecting clothes and food for the needy? They might love to have a quilt donated and you'd be able to just deliver it yourself.
