www.connectingthreads.com for pre-cuts. Of course you have to like their fabric designs. Actually the pricing you quoted works out to $29.84 for 40 strips which is still an OK price for a regular sized jelly roll.
One of the thing to keep in mind is that part of the cost for pre-cuts is their cost of labor to cut and bundle the items. What is so great about Connecting Threads, and one of their selling points, is that their prices DO NOT include their cost to cut!! If you work out the square inches in what you purchase from them it is exactly the same price as their per yard price. Pretty good. If you do the same with other jelly rolls/charm packs/layer cakes, etc. you'll find you are paying a much higher per yard price.
