Here's what I might do:

1. Fussy cut out the bikes, leaving at least 1/4" around each one. The fussy cuts can be of any 3 or 4 sided shape.
2. Attach some additional solid black fabric to square up each of the fussy cuts to 10.5" or 12.5" blocks. The bikes look to be at least 6"x3.5" now. I would lean more towards the 10.5" size, myself. But the 12.5" size would be quicker.
3. Take 1.5" strips of each of Blue, White and Red fabric and sew together to create a striped sashing for around each block. At the corners where the horizontal and vertical sashing meet, create a Blue, White & Red 9-Patch.
4. Outside borders can be any combination of the Red, White and Blue theme.
5. Maybe place a larger 9-patch in the corners of the border.

Bikers tend to be very patriotic and fond of Red, White & Blue, as evidenced by the color of the bikes in the fabric.
