Bonni go back and look at the buttons under the add/delete borders section. You will see insert on the right hand side of those buttons. Click on your borders where you want the new border to go and then click on insert. It should put a new border in the middle between the existing borders. I have done it just to check it out and it worked for me.

It seems to put the new border in front of the border you highlight. This is EQ7 so I presume it will be the same in all the versions.
