I think the paper is intended to prevent breakage when the acrylic is cut. Acrylic can be kind of brittle. I also find the paper to be very difficult to remove. First, I score the paper with a pin or tracing wheel. Then, if the item has no markings, I soak it in hot soapy water for a while. This tends to loosen the paper --- this technique worked well with a set of unmarked "square up" templates. If the item has markings, I use a pad or cotton ball soaked in rubbing alcohol. Just be careful not to use anything too strong on the marked side of the item. Enjoy your new ruler!
