I think I'd add one step ... stab one pin thru the centre of the X on the fabric, and into the paper. Then continue on with lining up those lines. You are SEW SMART!! 
For holding things in place ... I just use long stitches on my machine, and then pull them out after.
OKSGlad ... ITA JanieW is the PPQueen with those Broken ♥ FC alignments. I'm still in awe!
