Default Wanting a Good Photo Program to Improve Old Photos

I am working on my Mom's autobiography and I need a program that can bring out the faces on old photos. I have Irfanview which I have used to darken and clean up photos but it won't hone in on just one spot on the photo.

I looked at Photo Shop online but there are several versions and I dont' know which one will do what I want.

There are pics of mom's family as kids the faces are hard to see. Using Irfanview I did manage to get one out of 4 seeable but the other three are just blurs.

I want a program I can buy or whatever that will allow me to manipulate parts of the picture instead of making changes to the whole pic at the same time.

I don't want these pics to fade away and be lost. We would like to be able to see more details in the pics.

Any advice is more than welcome! Thanks!!
