I also think they look at how much money the larger fabric departments bring in. If they have more fabric etc. they need more people to work in that department. More people more cost as far as wages, any benefits etc. If they lose some sells, they have made up for it by letting alot of people go or cut hours. All part of "Lean" that all companies are going to.
