I don't starch fabrics for the top (unless it's a background fabric for applique, or bias squares as in the original question here). However, I also don't prewash those fabrics so they still have a little stiffness from the finish that is put on most fabrics.

I try never to use spray starch on a top because I am *terrible* with overspray and with scorching. If I had a block way out-of-kilter, though, I would be tempted to use Sharon Schamber's spray starch method of squaring up blocks. (She has this and other great demo's on Youtube.)
