The machine should have come with software and an interface. You probably need to purchase the Babylock software: http://www.babylock.com/software/palette-pts/

There are also older versions of PE Design on ebay: http://www.ebay.com/itm/PE-DESIGN-Version-4-0-/251015163747 and http://www.ebay.com/itm/Brother-PED-Basic-Embroidery-Software-w-card-box-good-condition-/190652452504

You can also download a free program called Wilcom Truesizer. http://wilcom-truesizer.en.softonic.com/
With this software you can open the files, view them, and actually resize them.
