I sew quilts for charity and I will not sew with fabrics that are not reasonable quality as in if I wouldn't use it myself then I will not gift it to someone else. I think that what you describe is disrespectful to the intended recipients. I am sure there must be other uses for unsuitable fabrics then just throwing something together under the guise of charitableness.
