Chenille
I bought some pre-packaged strips of fabric that were about 1/2" inch or so. They were marketed as chenille so were not cheap. I gave a bunch to a couple of teenagers who were going to put them on jeans or whatever. I used the green ones for Christmas trees. You have to sew them on fabric then take a wire brush to fluff them out.
