Clearly, it is a version of tumbling blocks using a bordered equilateral (60*) triangle instead of a 60* diamond. It looks to be easy and fun to do. You don't need to worry about the angle on the borders because you trim them to match the triangles after they are in place. Most basic rulers have the39 or 60 degree lines to let you make the triangles.
