I'm not sure if this is what you are talking about. People use fusible webbing to attach the fabric to the fabric background. You put the fusible webbing over the picture you want to applique (flower) and draw around it and then cut around the fusible webbing (leave space between pieces and don't cut it on the line, leave space when you cut the webbing out) and iron it onto the backside of the fabric you want to fuse and then cut out the flower on the drawn line and tear off the paper and iron the fused fabric onto the fabric background. It has instructions on the sheets.
