If you want to mass produce quilts you can use a purchased copyright protected pattern to make as many quilts as you want. You don't need to ask permission from the designer or the publisher of the pattern. You don't need to create your own pattern to mass produce quilts. The copyright on the pattern you bought does not extend to the quilt you made using the pattern. You might read the law called First Use Doctrine and it will explain this better than I can.
