That looks so-o-o familiar
I've been soaking 3 different bobbin winders from my Singer 66's this week. They are all frozen in different places so I'm hoping to be able to get at least one working bobbin winder out of the bunch of them. I love working on these old machines....even when I'm not having any luck. I hope you post more pics after you put it back together again!
