first class international is actually up to 4 pounds!
when i was mailing blocks and f8's in swaps i had to pay a package price for my international mailings because my envelopes were thicker than a first class envelope price. maybe they have changed this since i was in the block swaps about 2 months ago but i know it was no where near 4 lbs for a first class international mailing then. i guess when i get back into these swaps i can deal with the pricing then.
