With the exception of color and size ALL puppies look the same when wet (new born). Other than color, experienced breeders cannot see the difference between a Bulldog puppy and a Collie puppy the first few days of their lives.
ALL puppies are born with ears folded back flat against their heads (in an "open" position), and ALL puppies ears will come forward and fold between 2-3 weeks.
In breeds where the ears are supposed to be prick (upright) the ears will begin to raise right around the time the puppy begins teething (typically 10-12 weeks, some later). This is when the cartilage in the ears starts to "harden" and the eventual shape of the ear is formed - for life.
Your puppy is part Yorkie and part Chiuaua - so it's no surprise that the ears are coming up as both are prick eared dogs. Don't be surprised though if one of them decides that it wants to remain folded as this CAN happen with Yorkies (a throwback to their Terrier lineage). IF it is important that the other ear stand, there are some tricks that you can with moleskin to "train" the ear to stand, although it's usually something only performed by breeders who intend on showing their dogs. I personally love the goofy look of dogs with one prick and one folded ear!!
