i order from them all the time (at least once every 6 weeks). they carry the discontinued fabric lines.
when the fabric houses have decided to discount some lines because they won't be making them any longer, they reduce the price to the quilt shops to blow them out of the warehouse, making room for the new lines.
i've never had a problem with anything i've received from them, its always been 1st quality.
you should also check out Thousands of Bolts One Nut & Whittles these to shops also have fabric in that $3-4 range. i shop at these 2 sites often too and have been very happy with their products.
