Are you using 100% cotton fabric? I use a hot dry cotton iron setting & have never had a problem with the white freezer paper sticking.
I never had a problem sticking freezer paper to fabric either until I took a class and bought the cheapest black fabric Wal-Mart had. We don't have a quilt store and it was the only choice without driving 120 miles. Freezer paper absolutely would not stick to that fabric.
You might try a different white fabric.
