The hoop will go with the 7" either vertically or horizontally which means you will have rotated your design 90 degrees before you even load the design into your machine, if you want to.
That's what I thought too, that is why I purchased it. However, the design has to be rotated before it can be downloaded into the machine. Brother confirmed this.
