I consider it both. I guess it depends on whether or not you use your imagination. If you follow a pattern "verbatim", then it's someone elses "art" and you are just copying their works. If you change it to your likes/needs/designs/fabrics/etc...that makes it yours and makes it art. It is really an "OBSESSION" rather than a hobby tho! I was told that before I ever got into quilting...they were right!
I agree with this completely. For me I consider it a hobby--or a craft. I do very nice work, but I follow other people's patterns and this is what I think separates the crafter from the true artist.
