I think all insurance is a betting game - they (the insurance company hoping they won't have to pay) and the purchaser hoping it won't be needed - but hoping it will be there if it's needed.
It seems that those with NO assets can get assistance - and the very well off can pay without too much trauma - it's all those in-betweeners that get hit hard.
