For the valance I took all the little 2 1/2" scraps I had from the runner - they ranged in length from about 4" to width of fabric - 42" or so. I first sewed them together on the short end - making one really long strip of fabric. (Search "Jelly roll race" for a better description.) I pressed to open the seams then took the two ends of the long strip and started sewing together on the long side - now instead of one long skinny strip I had a strip that was 2 strips wide. I kept doing this - cutting the piece when I got to the end after sewing the long strips together. When it began to be about the length/width I needed it to be I took some of the strips and made the tabs. The borders are the same border fabric as the runner. For the back I used a solid piece of white fabric. If I had a darker piece - khaki color - I would have used it, but I had white. It turned out to be a bit too narrow so I added the borders on the sides after I was done.
