Have you tried wiping your hands and/or the spool and/or the general area with a dryer sheet?
When I was a soapmaker I had trouble with static making lye granules go flying everywhere - yikes!! Wiping the jar and my hands and the counter with a dryer sheet fixed that - maybe it will help you too.
