I purchased the pattern from Day Style Designs (not affiliated). It is called "Winter Wonderland", and outlines the entire technique, as such I don't really feel comfortable sharing it specifically, since it isn't my method, so much as Leah Day's method.

In general terms- it reminded me a lot of in the hoop applique on an embroidery machine. You sew the design onto the batting/felt and then cut away, rather than cut away and then sew.
