Batting makes a much bigger impact. I have seen/felt very densely quilted quilts that still had wonderful drape but were very flat (like the kind of old fasioned quilts we think about that are crinkled and very flat). A high loft batting combined with sparse quilting will make for a very "fluffy" quilt. Choose high loft polyester such as fat batt, Quilter's Dream brand Dream Puff, or wool and do simple quilting like SITD as far apart as the batting will allow. Or don't QAYG but complete the entire top, sandwich with one of the above recommended battings and tie the quilt at 3 or 4" intervals. That will give you a look most like a comforter which I consider "fluffy"
