If you don't do anything in the cross stitch area it won't be stable like the rest of the quilt. The goal is to quilt all of the quilt evenly. I can see not wanting to quilt over the design, but I'd quilt as close as possible around it. Buy either using straight echo quilting to frame it, or FMQ stippling. I would use a light cotton thread (neutral around the design) and black for the SITD.
