This is a rather straight forward design - cascade, no twist involved.
I googled it, and found a set of instructions online.

This is not a detailed, blow by blow set of instructions, but I figured out that all I needed is to vary the widths to make the waves go up and down. So I made the cascade by playing around with the widths.
That is the simple part.
The challenging part is how to create the "Oomph" by fabric choice. I had the most fun there.
I used a simple tool to help me - I arranged my fabrics (total 31 different fabric) in a straight strata, take photos of them, and put them into a simple picture editing software. I use Paint, found in all PC with Windows. I sliced and cut widths and arranged them up and down. With that, I can finetune my fabric choice.
