Yes it is a 99. The early 99's have the length knob like this and no numbers. There are also no numbers for the tension on the early 99's. The later 99's have, I think a reverse on them and the rectangle panel for the stitch length. I just have 2 in the 1920's. They are a great little machine, and just so cute. ALMOST as cute as the Featherweight!
And make sure you get the bobbins from someplace like sew-classic for them. The 66 bobbins from Walmart and Joann's, even though they might be Singer bobbins, don't work in the older 99's. Just ask me, I know!
