Not all basements are damp and or musty.
Even in the Pacific Northwest.
Our house is 45+ years old and has never had either a humidifier or dehumidifier running in it. The basement is about 4 feet underground with windows (ground level on the outside) on each side.
My sewing room is in the basement on the NW corner of out house. The window only gets direct sun about 3 months of the year. I have great lighting and am warm and dry in there. I have no worries about damp or mustiness.
