I'm reading between the lines here, but are you asking if you can substitute a strip of fabric rather than two or more squares in a block? Looks like the blocks are 9 patches. So, for instance, if the block you are working on has 3 background squares in a row, you would cut a strip 2.5" wide by 6.5" long. Even though you are cutting a strip to replace three 2.5", you can't just multiply the measurement by three because of the seam allowances. If you replace 2 squares, cut a strip 2.5" by 4.5". Because of the complex color layout I would still make the individual blocks rather than trying to cut strips and make a whole row that way. I think you would have real issues in getting everything to line up.
