Well, there are some differences:
The 15-91 uses Class 15 bobbins
The Featherweight uses 221/301 bobbins
The 15-91 needles goes in flat to the right and threads left to right.
The F W needles goes in flat to the left and threads right to left.
Their top tensions are set up a bit different, but that's and easy thing to learn.
That's about all I can think of.
As for buying one "refinished" and completely working I can think of only one place, I'm sure there are more, and maybe someone here sells them like that. But I don't know of them. Take a look at
