I don't see where any cams would go. It looks it just does zz and ss. Good machine - as far as refurbishing it, you can do it. Here is a link to a Singer 319 that I did:

It won't be all that hard to clean up and refurbish that machine - it will take a bit of time and elbow grease. Does the machine turn at all? Some times they do and some times they don't if you see a lot of rust it will be a lot harder to fix than if you see gummed up oil. Give me gummed oil over rust any day...
